ORDINANCE NO. 177080 AS AMENDED
* Authorize a labor agreement with the Portland Fire Fighters Association for terms and conditions of employment of certain represented employees (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Representatives of the City and the PFFA have signed a Tentative Agreement that outlines the terms and conditions of employment for certain represented employees for the period of July 1, 2002 through June 30, 2005.
2. The agreement meets the City’s bargaining interests by extending the contract and agreeing to wage increases commensurate with the increase in workload that will be associated with the implementation of company inspections.
3. The City and the PFFA do not have a meeting of the minds with respect to one aspect of the company inspection program. PFFA objects to the language in Exhibit “A” requiring Fire Fighters to perform data entry as part of company inspections. City representatives believe data entry was a component of the Tentative Agreement the parties signed.
4. The agreement meets the City’s bargaining interests in regard to health benefits by taking a three pronged approach in response to escalating health care costs; increased City contributions, plan redesign which will reduce costs in the self-insured and insured plans, and payment of a portion of the health care premium by individual employees.
5. The agreement continues to apply the principles of total compensation as the basis for bargaining all monetary subjects and ties total compensation to the Consumer Price Index. Wage increases will continue to be tied to the Portland CPI-W. Health care contributions will now be tied to the Portland Medical Care CPI-W.
6. The terms and conditions have been reduced to a labor agreement which the Mayor and Auditor are authorized to execute, upon ratification by the City Council.
NOW, THEREFORE, the Council directs:
a. The Mayor and Auditor are authorized to execute a labor agreement between the City and the PFFA relating to terms and conditions of employment of represented employees.
b. Said contract to conform to the provisions in the labor agreement attached to this Ordinance marked Exhibit “A” which by this reference is made a part hereof.
Section 2. The Council declares that an emergency exists because delay would unnecessarily delay the orderly implementation of the provisions of the labor agreement; therefore, this ordinance shall be in force and effect from after its passage by the Council.
