ORDINANCE No. 177078
* Authorize Intergovernmental Agreement with Port of Portland to conduct periodic fire code compliance inspections. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City of Portland (City) is required to conduct regular fire code compliance inspections of facilities located at and around Portland International Airport (Airport).
2. Due to limited resources and increased commercial growth within the City, Portland Fire & Rescue (PF&R) has not met its inspection timetable at the Airport.
3. The Port of Portland, a port district of the State of Oregon, (Port) owns and operates the Airport.
4. The Port has a staffed Airport Fire Department (Port Fire). The staff includes Uniform Fire Code Certified Fire Inspectors.
5. On June 26, 2002, Council passed Ordinance 176613 authorizing Airport Fire to conduct periodic fire inspections of facilities located at the Airport.
6. For public safety reasons it would benefit the City to authorize Port Fire to conduct specialized fire code compliance inspections on Port property.
7. Port Fire will conduct these inspections at no cost to the City.
NOW, THEREFORE, the Council directs:
a. The Commissioner in Charge is authorized to execute the agreement with Port of Portland, authorizing Airport Fire Department Inspectors to conduct periodic fire code compliance inspection on Port property, attached hereto as Exhibit A.
Section 2. The Council declares that an emergency exists because public safety issues require timely fire code compliance inspections; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
