ORDINANCE No. 177077
* Accept a grant from the Department of Justice through the Oregon State Criminal Justices Services Division in the Amount of $312,109 for emergency responder personal protective equipment for terrorism. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. In June 2002, Portland City Council passed Ordinance No 176612 to apply for the 2002 Domestic Preparedness Equipment Grant from Department of Justice (DOJ) for enhancing the preparedness of emergency responders and response systems for the bureaus of Fire, Police, Transportation, Maintenance, Environmental Services and Emergency Communications.
2. Criminal Justices Services Division (CSJD) has awarded Portland Office of Emergency Management a grant of $312,109 to upgrade the personal protective equipment of Police, Water and Transportation/Maintenance. It is required that the grant be spent between October 1, 2002 and April 30, 2004, which covers Portland’s fiscal years 2002-03 and 2003-04.
3. There is no requirement for a local match for this grant.
4. The grant reporting will be coordinated through the Grants Office.
NOW, THEREFORE, the Council directs:
a. The Mayor is hereby authorized to accept a $312,109 grant from DOJ through CJSD on behalf of the City of Portland.
b. The FY 2002-03 budget is hereby amended as follows:

Section 2. The Council declares that an emergency exists because the grant program needs to start as soon as possible to ensure its completion within the grant period; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
