ORDINANCE No. 177073

 

*Authorize an Intergovernmental Agreement with the U.S. Geological Survey, United States Department of the Interior for the operation of continuous flow monitoring/gauging stations on Fanno Creek, Tryon Creek and the Columbia Slough in Portland (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  This IGA with USGS is a continuation of a cooperative study, started in 1998, for flow data collection on Fanno Creek, Tryon Creek and the Columbia Slough in Portland.

 

2.  The flow data for Fanno Creek, Tryon Creek and the Columbia Slough in Portland is needed for the purpose of long-term stream and watershed health monitoring assessment, characterization, planning, project implementation and regulatory compliance.  

 

3.  The established cost is $ 16,840. Funds are available in the Sewer System Operating Fund, FY 2002-03 Budget, Bureau of Environmental Services, Center Code 145-32-045 and 145-32-041

 

4.  By entering into this agreement with USGS for flow, the Bureau is leveraging its monitoring dollars through matching federal funds (50/50 cost share), providing flexibility and increased opportunities for completing needed and highly technical work in a cost-effective, timely manner.

 

 

NOW, THEREFORE, the council directs:

 

 a.  The Commissioner of Public Affairs and Auditor are authorized to execute an agreement with USGS for the purpose described in Section 1, in the amount of $16,840.

 

 b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.

 

Section 2.  The Council declares that an emergency exists because the agreement needs to take immediate effect to prevent shut-down of the flow gages for the Bureau to have access to USGS services for flow monitoring on Fanno and Tryon Creeks and the Columbia Slough. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
