ORDINANCE No. 177071
* Authorize agreement with Oregon Department of Transportation to undertake the MLK / Interstate Avenue Intelligent Transportation System Project (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The goal of the MLK / Interstate Avenue ITS project is to improve street system monitoring and traffic signal control in the MLK and Interstate Avenue corridor.
2. The project will include traveler information signs, additional vehicle detection, and closed circuit TV monitoring cameras at strategic points in the corridor.
3. The project will provide for advanced control strategies such as transit priority and adaptive signal control.
4. Construction costs for this project are funded with a Federal-Aid Surface Transportation Program (STP) grant for $ 550,000 with no local match required. Design costs (estimated at $40,000) will be funded 100% by PDOT General Transportation Revenues. Funds have been appropriated in Transportation System Management’s FY 2002/2003 budget.
5. ODOT has prepared an Intergovernmental Agreement for approval and execution.
NOW, THEREFORE, the Council directs:
a. The Mayor and the Auditor are hereby authorized to enter into an agreement similar in form to the agreement attached to the original of this ordinance, and by this reference made a part hereof.
Section 2. The Council declares that an emergency exists because a delay in executing this agreement would delay the planning process and related safety benefits to be derived from completion of this project; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
