ORDINANCE No. 177063

 

*Accept a parcel of land within Lents Park in SE Portland from Portland Development Commission for park and recreation purposes. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

 1. Portland Development Commission has been engaged in efforts to improve parks, recreation and open space opportunities in the Lents Town Center Urban Renewal Area, and, acting upon the wishes of its Project Advisory Committee, it recently acquired a parcel of land on SE 88th Avenue that is surrounded on three sides by Lents Park. The 10,350 SF parcel is legally described as the South 1/2 of Lot 8 and all of Lot 9, Block 4, Shadywood Park in the City of Portland, County of Multnomah, State of Oregon.

 

2. Portland Parks and Recreation has long sought ownership of the land in order to include it within the boundary and service area of Lents Park. The size and location of the vacant parcel make it convenient for staff to include it within the existing routine maintenance program at Lents Park and consequently no additional funding is being requested. If the site should, at some time, be desired for a specific intense use such as a sports field or community garden, additional funding for development and/or maintenance may be required.

 

3. The Portland Development Commission has approved the transfer of the parcel to the Bureau of Parks and Recreation.

 

4. Director of Portland Parks and Recreation recommends that the City accept ownership of the property and add it to the inventory of Lents Park for public park and recreation purposes.

 

 NOW THEREFORE, the Council directs:

 

 a. The Commissioner of Public Utilities to execute a deed acknowledging the City's acceptance of the property described as Tax Lot 400 of Section 16BD, 1S, 2E in Multnomah County and to include the parcel in the City's Lents Park inventory.

 

Section 2. The Council declares that an emergency exists because a delay in accepting the property may create confusion as to use of and responsibility for the parcel; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
