ORDINANCE NO. 177053

 

*Amend contract with LGA Architecture to provide architectural services for design of The Portland Building Elevator Cab Upgrades Project (Ordinance; Amend Contract No. 32401)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City entered into Contract No. 32401 in the amount of $19,296 on July 13, 1999 for LGA Architecture to provide architectural services under a flexible service agreement.

 

2.  This contract was as a result of a competitive RFSS process to select architects to assist in renovation projects for City buildings. Seven architects were chosen through this process.

 

3.  Amendment No. 1, dated April 17, 2001 extended LGA Architect’s contract one year, to July 1, 2002.

 

4.  On July 1, 2001, Task Order No. 1 was entered into with LGA Architecture in the amount of $10,500 to provide architectural design and construction administration services for the 3rd and Alder Parking Garage Awnings and Window Renovation projects.

 

5.  On December 12, 2001, Task Order No. 2 was entered into with LGA Architecture in the amount of $8,796 to provide architectural design and construction administration services for The Portland Building Elevator Cab Upgrades project.

 

6.  Amendment No. 2, dated May 31, 2002 increased the contract amount $4,600 and extended LGA Architecture’s contract seven months, to December 31, 2002.

 

7.  Additional services required as part of the design of The Portland Building Elevator Cab Upgrades Project are described in Amendment No. 3, attached hereto as Attachment No. 1.

 

8.  Contract Amendment No. 3 is attached, signed by the Consultant and approved as to form by the City Attorney.

 

9.  The fee for the additional services listed in paragraph 7 above is $3,500.

 

10.  The City of Portland and the Consultant wish to renew Contract No. 32401 for an additional five and a half (5 ½) month period or until July 15, 2003.

 

11.  The Bureau of General Services recommends that Contract No. 32401 with LGA Architecture be amended to increase the contract by $3,500 to provide additional architectural services for The Portland Building Elevator Cab Upgrades Project for a total contract amount of $27,396, and to extend the contract termination date from December 31, 2002 to July 15, 2003.

 

 

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor and Auditor are hereby authorized to execute Amendment No. 3 attached hereto as Attachment No. 1, with LGA Architecture in the amount of $3,500 for a total contract amount of $27,396.

 

b.  The Mayor and Auditor are authorized to amend Contract No. 32401 with LGA Architecture to extend the expiration date to July 15, 2003.

 

c.  The Mayor and the Auditor are authorized to draw and deliver checks chargeable to the fiscal year 2002-03 budget of Facilities Services when demand is presented and approved by the proper authorities.

 

Section 2.  The Council declares that an emergency exists because a delay will unnecessarily deprive the City of the benefits of completion of the work at an early date; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
