Eastside Streetcar Alignment Study
Scope of Services
GENERAL
Based on the Central City Plan recommendation to develop an inner-city transit loop, the objective of the Eastside Streetcar Alignment Study (ESAS) is to recommend a Streetcar alignment that connects Eastside locations including the Lloyd District, Central Eastside Industrial Area, OMSI and other Eastside locations and the existing Streetcar line between S.W. 23rd and RiverPlace/North Macadam using the Broadway and Hawthorne Bridges; to recommend a segment of the Eastside Streetcar alignment as a project for early implementation and the steps necessary to implement it. PSI will assist the City of Portland, Office of Transportation (PDOT) in carrying out this study.
TASKS
1. Project management.
1.1 Assist PDOT with staffing the Eastside Streetcar Alignment Committee (ESAC) to be appointed by the City.
1.2 Attend ESAC meetings, prepare and present relevant information about the Streetcar financing, design, construction and operations.
1.3 Prepare and monitor a schedule for carrying out the ESAS.
1.4 Conduct regularly scheduled technical team meetings to include PDOT and its engineering consultants.
1.5 Conduct coordination meetings with City bureaus, Tri-Met, Metro, Multnomah County, railroads, ODOT and others potentially having jurisdiction over the Eastside Streetcar alignment.
1.6 Maintain and distribute meeting minutes.
2. Community Involvement. Assist PDOT in conducting public meetings as follows:
2.1 Maintain mailing lists.
2.2 Prepare and mail notifications.
2.3 Assist PDOT in preparing and presenting alignment information, maps and other materials. Presentation materials will be prepared by PDOT and/or engineering consultants.
2.4 Attend public meetings and workshops.
2.5 Maintain records of public comments and concerns.
3. Identify Alignments. Assist the PDOT and ESAC in identifying alternative Eastside Streetcar alignments.
4. Analyze Alignments. Provide information and analysis related to Streetcar operations, land use, development and construction issues to assist PDOT and ESAC in evaluating alternative alignments based on the following criteria:
4.1 Streetcar operations.
4.2 Traffic. Traffic engineering, information and analysis will be provided by PDOT and/or its engineering consultants.
4.3 Connections to regional transit.
4.4 Ridership.
4.5 Capital cost.
4.6 Operating cost.
4.7 Land use.
4.8 Development opportunities. Any detailed site analysis will be prepared by PDOT.
4.9 Construction and other special issues.
5. Recommend Eastside Alignment. Assist the PDOT, ESAC and others in preparing their recommendations for an Eastside Streetcar alignment and an initial Eastside Streetcar project for adoption by the City Council.
6. Schematic Engineering.
6.1 Assist PDOT with preparation of Request for Proposals, selection and negotiation of consultant contracts for schematic engineering and other services.
6.2 Assist PDOT in managing the schematic design of the adopted initial Eastside Streetcar project. Schematic engineering services will be performed by PDOT and/or its engineering consultants.
7. Implementation Plan. Prepare an Implementation Plan for the initial Eastside Streetcar project, using design information and capital cost estimates prepared by PDOT and/or its engineering consultants and operating plan and cost estimates prepared by PSI.
5.1 Capital budget.
