ORDINANCE No. 177048

 

*Adopt the Information Technology Administrative Rules as prepared by the Bureau of Information Technology. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The City uses a collaborative, enterprise approach to information technology (IT) planning and implementation.

 

2.  The Bureau of Information Technology is responsible for providing IT solutions that best meet the needs of City government, provide excellent service to citizens, deliver a safe and secure IT environment, and manage internal operations efficiently to maximize IT resources and expenditures.

 

2.  On September 4, 2002, Council adopted the Five-year IT Strategic Business Plan developed by the Bureau of Information Technology, requiring the development of a set of Administrative Rules that would provide the foundation for successful Plan implementation.

 

3.  The IT Administrative Rules build on significant administrative, software evaluation and development, and IT operations consolidation already completed and address three areas: (a) corporate IT authority, (b) IT operational rules including infrastructure and software/data applications and processes, and (c) references to other existing Administrative Rules.

 

4.  Specific areas addressed by the IT Administrative Rules include:

 

a.  Establishment of Citywide IT Standards to enhance system security, minimize system management costs, and leverage purchases.

 

b.  Establishment of Corporate Application Standards to ensure application continuity within bureaus, ensure successful software development, management and stability, and minimize maintenance costs.

 

c.  Establishment of citywide IT asset replacement to ensure a consistent IT environment and minimize maintenance costs.

 

d.  Establishment of citywide software license maintenance and management.

 

e.  Establishment of sound system security measures and appropriate business continuity/disaster recovery procedures.

 

5.  IT managers, bureau managers and the Chief Administrative Officer have reviewed the rules to ensure they address customer needs.

 

 

 

6.  The draft Rules benefited from a formal 15-day bureau manager review during October 4 through October 25, 2002.

 

7.  A subsequent review will occur six months from the time of adoption. Further review will be conducted as needed and will be completed at least annually.

 

 

NOW, THEREFORE, the Council directs:

 

a.  The Information Technology Administrative Rules, attached hereto as Exhibit A, are effective November 6, 2002.

 

 

Section 2.  The Council declares that an emergency exists in order that the implementation of the Information Technology Administrative Rules occurs without delay; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
