* Agreement with CH2M Hill, Inc. to provide groundwater technical services for monitoring, test and production well installation and decommissioning in the Columbia South Shore Well Field for the Bureau of Water Works at a cost not to exceed $400,000 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Water Works requires professional hydrogeologic and environmental services to support the work efforts necessary to monitor groundwater quality in, and expand production capacity (yield) of, the City of Portland’s Columbia South Shore Well Field; and to assist in decommissioning of unused wells.
2. The firm of CH2M Hill was selected to provide professional services to support the work efforts necessary to monitor groundwater quality in, and expand production capacity (yield) of, the City of Portland’s Columbia South Shore Well Field; and to assist in decommissioning of unused wells.
3. The selection was made upon recommendation of a selection committee acting in accordance with Chapter 5.68 of the City Code, Professional Services Contracts, and that selection was subsequently reviewed and approved by the Water Bureau Administrator.
4. The cost of these services is not to exceed $400,000.00.
NOW, THEREFORE, The Council directs:
a. That the Commissioner of Public Affairs and Auditor are authorized to execute on behalf of the City an agreement, attached to original only, with CH2M Hill, Inc.
b. The work herein shall be charged to Accounts 521000 (25%) and 567000 (75%) the FY 02-03 (37.5% of total contract amount), FY 03-04 (50% of total contract amount) and FY 04-05 (12.5% of total contract amount) Water Fund, Bureau of Water Works, Center Code 18089950, Activity 950 (85% of total contract amount), Center Code 18089973, Activity 973 (10% of total contract amount), and Center Code 18089967, Activity 967 (5% of total contract amount).
c. The Purchasing Agent is instructed to issue a Purchase Order for $400,000.00 to be charged against the Water Fund for professional services and other technical services as may be required.
d. The Mayor and Auditor are hereby authorized to draw and deliver checks payable to CH2M Hill, Inc. for professional services rendered in accordance with the agreement referred herein when demand is presented and approved by proper authorities.
e. The Chief Engineer of the Bureau of Water Works is hereby authorized to execute change orders to increase the cost of the contract by up to 10% of the total amount.
Section 2. The Council declares that an emergency exists because of the importance of the well field as an emergency backup water supply. The Bureau is working on a number of related projects in the well field which depend in part on monitoring groundwater quality in, and expanding capacity of, the well field; and decommissioning unused wells. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
