ORDINANCE NO. 177040

 

* Agreement with Pacific Groundwater Group to provide groundwater technical services groundwater remediation and miscellaneous services and studies in the Columbia South Shore Well Field for the Bureau of Water Works at a cost not to exceed $200,000 (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Bureau of Water Works requires professional hydrogeologic and environmental services to support the work efforts necessary to restore and protect groundwater resources and groundwater quality in the City of Portland’s Columbia South Shore Well Field.

2.  The firm of Pacific Groundwater Group was selected to provide hydrogeologic and environmental services to support the work efforts necessary to restore and protect groundwater resources and groundwater quality in the City of Portland’s Columbia South Shore Well Field.

3.  The selection was made upon recommendation of a selection committee acting in accordance with Chapter 5.68 of the City Code, Professional Services Contracts, and that selection was subsequently reviewed and approved by the Water Bureau Administrator.

4.  The cost of these services is not to exceed $200,000.00.

 

NOW, THEREFORE, The Council directs:

 

a.  That the Commissioner of Public Affairs and Auditor are authorized to execute on behalf of the City an agreement, attached to original only, with Pacific Groundwater Group.

b.  The work herein shall be charged to Account 521000 of the FY 02-03 (37.5% of total contract amount), FY 03-04 (50% of total contract amount) and FY 04-05 (12.5% of total contract amount) Water Fund, Bureau of Water Works, Center Code 18089961, Activity 961 (75% of total contract amount) and Center Code 18089979, Activity 979 (25% of total contract amount).

c.  The Purchasing Agent is instructed to issue a Purchase Order for $200,000.00 to be charged against the Water Fund for professional services and other technical services as may be required.

d.  The Mayor and Auditor are hereby authorized to draw and deliver checks payable to Pacific Groundwater Group for professional services rendered in accordance with the agreement referred herein when demand is presented and approved by proper authorities.

e.  The Chief Engineer of the Bureau of Water Works is hereby authorized to execute change orders to increase the cost of the contract by up to 10% of the total amount.

 

Section 2. The Council declares that an emergency exists because of the importance of the well field as an emergency backup water supply. The Bureau is working on a number of related projects in the well field which depend in part on restoration and protection of groundwater resources and groundwater quality in the well field. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
