ORDINANCE No. 177038

 

* Authorize a contract with CH2M Hill, Inc. to perform a bond feasibility study for the Bureau of Environmental Services (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Bureau of Environmental Services capital improvement program requires the issuance of sewer system revenue bonds to fund projects over the next 2 years.

 

2.  Issuance of sewer system revenue bonds requires preparation of a bond feasibility study by a qualified engineering firm.

 

3.  The Bureau of Environmental Services solicited proposals for completing the bond feasibility study and has determined that CH2M Hill, Inc. submitted the best proposal for completing the work as judged by the selection committee, when considering cost and other relevant factors.

 

 4.  The established cost is $85,000. Funds are available in the Sewer System Construction Fund, FY 2002-03 Budget, Bureau of Environmental Services, Center Code 172-50-007, Account No. 521000.

 

NOW, THEREFORE, the council directs:

 

a.  The BES Bureau Director and Auditor are authorized to execute an agreement with CH2M Hill, Inc. in substantially the form of Attachment A attached hereto, for the purpose described in Section 1, in the amount of $85,000.

 

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Construction Fund Budget when demand is presented and approved by the proper authority.

 

c.  The BES Bureau Director may execute amendments to the agreement, which increase the compensation to an amount not to exceed 10% of the original amount.

 

Section 2.  The Council declares that an emergency exists because the bond feasibility study must be completed as soon as possible to facilitate issuance of bonds and funding of forecast capital expenditures. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
