ORDINANCE No. 177025

 

Authorize a Contract with the Dully Company for consulting services for a Phase II study of alternative public uses for Memorial Coliseum (Ordinance; waive Code Chapter 5.68)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  In early 2002, the Dully Company was selected through competitive process to assist the Office of Management and Finance with a public reuse study of Memorial Coliseum.

 

2.  The final report on the preliminary feasibility study was issued in late July, 2002.

 

3.  Based on public responses to the preliminary findings, deliberations by the advisory committee and discussions with Council offices, it has been determined that further review of the three alternative plans for the facility is prudent. The focus of this additional study will be on the amateur athletic and recreation complex, a mixed-use or hybrid option, and a phased improvement plan that would retain the current use.

 

4.  Due to the Dully Company’s experience and familiarity with the issues and their resulting ability to immediately be effective, OMF is recommending the firm’s retention for the expanded scope of work.

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor and Auditor are hereby authorized to enter into an agreement with the Dully Company, attached hereto as Exhibit A.

 

b.  Chapter 5.68 of the City Code is hereby waived.

 

c.  The Mayor and Auditor are hereby authorized to draw and deliver warrants in an amount not to exceed $182,500.00.
