ORDINANCE No. 177021

 

*Authorize charitable organizations eligible to participate in the City's 2002 Combined Charitable Campaign and provide for enforcement of the provisions of City Code Chapter 5.10 governing participation. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  Ordinance No. 161964, adopted by Council on May 24, 1989, established standards and guidelines for conducting charitable fund-raising campaigns and authorized the use of the payroll deduction system for making donation to charities; and

 

2.  Chapter 5.10.050 B. requires the umbrella agencies and their member charitable organizations to have a policy and procedure of non-discrimination in regard to race, religion, national origin, handicap, age, marital status, sex or sexual orientation applicable to persons served by the charitable organization, applicable organization staff employment, and applicable to membership on the charitable organization's governing board.

 

3.  In order to ensure enforcement of the provisions of Chapter 5.10 of the City Code without unduly affecting those organizations that anticipate participation in the 2002 Combined Charitable Campaign, the City has decided to advise all current participating umbrella and member charitable organizations, as well as those who inquire and/or make application in the future, that applications for participation in 2004 and thereafter will need to sufficiently demonstrate that all eligibility requirements of Chapter 5.10 are met.

 

4.  Further, it is important to advise all current participating umbrella and member charitable organizations, as well as those inquiring or making application for future participation, that they will not be approved for participation in Combined Charitable Campaigns, beginning in 2004, if their non-discrimination policies and procedures do not meet the City Code requirements.

 

NOW, THEREFORE, the Council directs:

 

a.  The following umbrella organizations and their member organizations are eligible to

 participate in the City’s 2002 Combined Charitable Campaign.

 

•  America’s Charities

•  Black United Fund of Oregon

•  Children’s Trust Fund of Oregon

•  Community Health Charities of Oregon

•  Earth Share of Oregon

•  Equity Foundation

•  International Service Agencies

•  Local Independent Charities

•  Portland Public Schools Foundation

•  Sunshine Division of the Portland Police Bureau

•  Portland Fire Bureau Toy & Joymakers

•  United Negro College Fund

•  United Way of the Columbia-Willamette

•  McKenzie River Gathering Foundation

 

b.  All agencies desiring to participate in the City’s Combined Charitable Campaign in

2004 or thereafter must demonstrate full compliance with all provisions of Chapter

5.10 of the City Code.

 

Section 2. The Council declares that an emergency exists in order that there be no delay

in the City’s 2002 Combined Charitable Campaign; therefore, this Ordinance
