ORDINANCE NO. 177015

* Agreement with Housing Authority of Portland for $77,156 for administrative and staffing costs and provide for payment. (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The Consolidated Plan identifies needs and priorities for the development of shelter and affordable housing, especially for special needs and homeless populations.

2.  In order to develop new facilities for homeless and special needs populations, the City's

FY 02-03 approved budget allocates Community Development Block Grant funds for staff and administrative costs at HAP.

3.  The Housing Authority of Portland (HAP) has expertise in the development of housing facilities for homeless and special needs populations.

4.  The City now desires to enter into an agreement with the Housing Authority of Portland in the amount of $77,156 for staff costs to develop homeless and special needs housing.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Housing Authority of Portland (HAP) for the staffing costs in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Housing Authority of Portland (HAP)'s ability to provide the staffing costs; therefore, this ordinance shall be in force and effect from and after its passage by Council.
