ORDINANCE NO. 177013
* Amend contract with Economic and Engineering Services, Inc. for services to assist Water Bureau in addressing comments from the Environmental Protection Agency (EPA) on its corrosion control program, at a cost not to exceed $42,000. (Ordinance; amend Contract No. 34508)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Water Works requires professional services to address comments received from the Environmental Protection Agency (EPA) in regards to its corrosion control program.
2. The Bureau of Water Works has committed to the EPA that it would hold a workshop with a panel of national experts to examine and recommend improvements to the Bureau's corrosion control program.
3. The Bureau of Water Works has determined that Economic and Engineering Services, Inc. (EES) are uniquely qualified to perform this work because of earlier contract services provided by this consultant on this topic. The Bureau developed its existing corrosion control program based on these services. Additionally, the Bureau and the EPA have mutually agreed to reconvene the same panel of experts that was used to develop our existing program.
4. The timeliness of the workshop required that the services of Economic and Engineering Services, Inc. begin under Contract No. 34508 at the PTE Informal Process level. Contract No. 34508 was issued to EES in the amount of $20,000. This amendment covers the remaining efforts identified in the scope of work. The City Attorney and Bureau of Purchases agree that this is an appropriate procurement procedure for these additional services.
5. The cost of services is not to exceed $42,000.
6. Funds are available in the Water Fund FY 02-03 budget for this work.
NOW, THEREFORE, The Council directs:
a. That the Commissioner of Public Affairs and Auditor are authorized to execute on behalf of the City an amendment to Contract No. 34508 with Economic and Engineering Services, Inc. for a cost not to exceed $42,000 for the period ending June 30, 2003, as outlined in attached Exhibit A, as attached to the originals only.
b. The Mayor and the Auditor hereby are authorized to draw and deliver warrants chargeable to the FY 2002-03 budget, Water Fund, Bureau of Water Works, Center Code No. 18089992, project 3082, Account 521000 when demand is presented and approved by the proper authorities.
c. The Chief Engineer of the Water Bureau is hereby authorized to increase the cost of the contract up to 10% of the amount of this Contract as stated in paragraph (a) and to extend the contract time as necessary.
