ORDINANCE NO. 177010

 

*Accept a grant from the Environmental Protection Agency in the amount of $1,212,500 for innovative

wet weather projects.

 

The City of Portland ordains:

 

Section 1 the Council finds that:

 

1.  The Bureau of Environmental Services (BES) has the responsibility for improving and protecting water quality in Portland’s streams. Currently, combined sewer overflows (CSOs) and direct stormwater discharges impair water quality in the Willamette River and other Portland streams.

 

2.  To protect water quality, BES is controlling CSOs and managing stormwater in innovative ways, including using such approaches as downspout disconnections, eco-roofs, and green streets. These approaches retain stormwater on site which helps to reduce CSOs. These approaches also filter stormwater before it reaches Portland’s streams which reduces pollution in stormwater.

 

3.  BES has obtained an appropriation from Congress for innovative stormwater projects. Local match in the amount of $992,045 will be provided in the form of salary, benefits, and materials and services in the budget of the Bureau of Environmental Services.

 

NOW THEREFORE, The Council directs:

 

a.  The Mayor is hereby authorized to accept on behalf of the City of Portland a grant from the Environmental Protection Agency in the amount of $1,212,500.

 

b.  The FY 02/03 budget is hereby amended as follows:

Section 2. The Council declares that an emergency exists because to delay accepting these funds will delay implementing projects critical to improving water quality in the Willamette River. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
