Continuation of Water Quality Monitoring Program

The contractor developed a documented Water Quality Monitoring Plan for select parks within the Portland Parks and Recreation system that was delivered to the City of Portland November, 2001. Included in the plan is a description of the rationale of the monitoring program and the inclusion/exclusion criteria used to identify parks suitable for inclusion in the program. The plan defines water quality monitoring methods which include water sample collection, sample identifiers, sample chain of custody, sample testing, corrective action, documentation and reporting. The plan was implemented following the review and approval by Horticultural Services of the City of Portland in November, 2001. The cost of the development of the Water Quality Monitoring Plan was a one-time only expense. Horticultural Services has requested that the water quality testing feature defined in the original plan be extended for a second year, as described below.

Water Quality Testing

Water samples will be collected from selected parks on a semi-annual basis (Fall 2002 & Spring 2003). In addition to water sample collection, services will include, sample transport, sample testing (nitrate, phosphorus, & pesticides), and documentation. For each park, two samples will be acquired on each sampling event and all samples will be tested for the presence of nitrate and phosphorus. Additionally, each sample will be tested for the presence of any pesticides applied to park grounds in the six months preceding sample acquisition.

Documentation and Reporting

All activities associated with the Portland Parks and Recreation Water Quality Monitoring Plan will be documented including sample collection, chain-of-custody, test results, interpretation of results, and summary reports. A written report will be submitted to Horticultural Services by Links Analytical following each round of testing (i.e., Fall 2002 & Spring 2003).
