Scope Of Work: Eastside Streetcar Alignment Study
I. Background
A) The Lloyd District Development Strategy (Strategy) calls for the development of a “transit hub” in the Lloyd Central Core area, generally between NE Martin Luther King Jr. Blvd. and NE 9th Avenue and NE Halsey and NE Multnomah Streets. A key element of the “hub” as outlined in the Strategy, and supported by the Lloyd Transportation Management Association (TMA) and the Lloyd Business Improvement District (BID), is the addition of an eastside streetcar line. Development of the line will act as a catalyst to the private redevelopment of underutilized sites in the Lloyd Central Core.
B) Portland’s Central City Plan supports this action with a recommendation to develop an inner-city transit loop that would further connect downtown Portland and eastside locations, namely within the Lloyd District and Central Eastside Industrial Areas
C) PDC has budgeted $100,000 in FY 2002-03 for a study that will develop a conceptual eastside streetcar alignment. Additional funding for the study will come from the Lloyd BID Inc ($50,000) and PDOT ($25,000).

III. Project Management
A) The Commission Project Manager ("PDC Project Manager") shall be Michael McElwee, or such other person as designated in writing by the Director of Development.
B) The Bureau Project Manager ("Bureau Project Manager") shall be Vicky L. Diede, or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.
IV. Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

D) Samy Fouts, Graphics
V. Subcontractors approved by the PDC Project Manager:
A) Portland Streetcar, Inc. and its subcontractors, to be determined through an RFP process.
VI. Funding
A) The Commission shall compensate the Bureau in an amount not to exceed ONE HUNDRED THOUSAND DOLLARS ($100,000) for completion of the Scope of Work described herein.
B) Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.
VII. Work Ownership/Product Rights ¾ Per Section X of the Interagency Agreement,
A) The following specific work products described in Section II above shall remain the property of the Bureau: NONE
B) The following specific work products described in Section II above shall remain the property of the Commission: NONE
VIII. Special Provisions
A) Both parties recognize that the entire Scope of Work is included in this Agreement, but that PDC funding of $100,000 is not the entire amount of the resources needed to provide for the Scope of Work and that additional funding while be provided from the Lloyd BID Inc in the amount of $50,000 and from PDOT in the amount of $25,000, for a total requirement of $175,000.
B) PDOT shall enter into an agreement with the Lloyd BID Inc to secure their funding commitment and PDOT shall administer that agreement.
C) Portland Streetcar, Inc. shall amend their contract with Shiels Obletz Johnsen to provide staff for project management, operations analysis and community relations. The planning, engineering services and urban design/graphics called for in this Agreement will be performed by additional subcontractors, to be determined through an RFP process.
D) Representatives from PDC, PDOT, and the Lloyd BID Inc will collaborate with Portland Streetcar Inc in completing the RFP consultant selection process.
E) Work shall not commence until all funds are received or committed by the respective sources of funds, on or by January 1, 2003.
