Project: Lents Town Center Neighborhood Traffic Safety Improvements
Scope Of Work: FY 2002-3 Projects
I. Background
A) PDC is charged by the Lents Town Center Urban Renewal Plan with carrying out activities that support neighborhood revitalization.
B) In 1999, the Lents Town Center Urban Renewal Advisory Committee adopted the Lents Town Center Neighborhood Traffic Safety Program which supports the following goals and objectives of the Lents Town Center Urban Renewal Plan:
1) Increase livability of residential neighborhoods;
2) Invest in local streets as appropriate and desired by the residents;
3) Provide a pedestrian-friendly environment;
4) Help manage traffic flow and increase safety.
C) The Portland Office of Transportation (PDOT) will provide project management, public outreach, project design, engineering and construction management services to implement this Program in cooperation with the Portland Development Commission.
D) Anticipated minimum scope:
• Finalize work with PDC and community groups to maintain consensus on traffic safety projects.
• Work with affected community residents to do project-specific outreach, particularly on traffic calming projects.
• Perform design and engineering for project construction, or manage contractor design, engineering and construction.
E) This scope of work covers the following work items:
1) Curb extensions at 92nd & Duke
2) Traffic calming on Duke between 82nd Avenue and 92nd Avenue
3) Traffic calming on SE 80th between Holgate and Powell
F) This is a part of a multi-year project with projects begun in FY 2002 to continue beyond FY2003 contingent upon availability of funding.

III. Project Management
A) The Commission Project Manager ("PDC Project Manager") shall be Carol Herzberg, or such other person as designated in writing by the Director of Development.
B) The Bureau Project Manager ("Bureau Project Manager") shall be to be determined or such other persons as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.
IV. Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.
A) Project Manager, To Be Determined
B) Lewis Wardrip, Traffic Engineer
C) Chon Wong, Mel Mohning, and/or Randy Countryman, Design Engineer
D) Lola Gailey, Engineer of Record
E) Traffic Calming Specialist, To Be Determined
V. Subcontractors approved by the PDC Project Manager:
None
VI. Funding
A) The Commission shall compensate the Bureau in an amount not to exceed SIXTY THOUSAND DOLLARS ($60,000) for completion of the Scope Of Work described herein.
B) Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.
C) The Bureau is contributing from their own resources the services of a Traffic Calming Specialist, for an amount of time equal to approximately 15% of a full time equivalent position.
VII. Work Ownership/Product Rights ¾ Per Section X of the Interagency Agreement,
A) The following work products shall remain the property of the Bureau:

B) Rights to the following products shall be retained by the Bureau:
