Project:    Old Town/Chinatown, 3rd and 4th Avenue Streetscape Plan

Scope of Work:  Design and Engineering.

 

I.  Background

A)  Planning for streetscape improvements in Old Town/Chinatown began in 1998 when leaders from the neighborhood organized to create a common vision for the future of the neighborhood that resulted in the Old Town/Chinatown Development Plan that was approved by the Portland Development Commission ("PDC") and Portland City Council in 1999.

B)  To guide the design and development of the streetscape improvements, the neighborhood formed the 3rd and 4th Ave. Steering Committee including residents and business owners from a variety of backgrounds.

C)  In October 2001, the Commission authorized the Executive Director to enter into a professional services contract with SRG Partnership, P.C. and Nevue Nagn and Associates to provide a schematic design for the 3rd and 4th Avenue Streetscape Plan. This work was co-managed by PDC and the Portland Office of Transportation ("PDOT").

D)  The schematic design resulted in the Old Town/Chinatown 3rd and 4th Avenue Streetscape Plan Report dated September 2002 that outlined the scope of work for the project including the general configuration of streetscape materials, street trees, street lights, curb extensions and a plan to include cultural and historical amenities. The construction cost of the work including PDOT construction administration services is approximately 4.5 million dollars.

E)  In September, 2002, PDC simultaneously approved the Old Town/Chinatown 3rd and 4th Avenue Streetscape Plan Report and the recommendations of the 3rd and 4th Ave Steering Committee and authorized proceeding with design and engineering.

F)  It is anticipated that the project will be competitively bid in the Fall of 2003.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be Kathryn Krygier, or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager") shall be Bill Hoffman, or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed THREE HUNDRED SIXTY THOUSAND DOLLARS ($360,000) for completion of the Scope of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership/Product Rights ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau: All

VI.  Special Provisions

A)  Included in this Agreement in Section II above is a Contingency that may only be used for this Project and only at the discretion of the PDC Project Manager.

B)  All official ceremonies (ground breaking and grand opening) will be managed by PDC.

C)  All work items are intended to be co-managed by PDOT and PDC.

D)  PDOT will use existing site surveys to the extent possible.

E)  PDOT will coordinate their work with the Design consultants to ensure the design intent is implemented in the built work.
