AMENDMENT NO. 11
AGREEMENT FOR PROFESSIONAL SERVICES
CITY/PSI AGREEMENT
This Amendment made the ____ day of __________ 2002, modifies the Agreement for Professional Services between the City of Portland (City) and Portland Streetcar, Inc. (PSI or Contractor) dated October 2, 1997, City Agreement No. 31428 (Agreement).
RECITALS
Whereas, in 1997, City Council accepted the North Macadam Street Plan, which, among other things, included an alignment for streetcar service into North Macadam; and
Whereas, in August 1999, the City Council accepted the North Macadam District Framework Plan to support a lively, urban neighborhood; a diverse population; integrated jobs and housing; accessible and well-crafted open space; active streets; a building scale that is friendly to pedestrian; convenient transit; and a quality urban design; and
Whereas, the Framework Plan supports Portland Streetcar as a key transportation project; and
Whereas, in August 1999, Council approved a work program for implementation of the Framework Plan and approved a planning process; and
Whereas, on October 30, 2002, City Council will consider an Ordinance to adopt and implement the North Macadam Plan (Plan); and
Whereas, the Plan continues to recognize Portland Streetcar as an important catalyst to mixed-use development in North Macadam; and
Whereas, implementation of the Plan will depend on the development of cost estimates and funding plans for the various public and private elements of the Plan; and
Whereas the City has requested PSI through its consultants to develop and analyze two alternatives, at a conceptual design and engineering level, for extending streetcar service from the terminus of the RiverPlace Extension along SW Moody Ave to SW Gibbs and to prepare preliminary cost estimates to do so.
AGREEMENT
1. Scope of Services. PSI, through its consultants, Shiels Obletz Johnsen and BRW, shall provide the services as described in Scope of Work attached to this Amendment as Exhibit A.
2. Total Maximum Compensation. Total Maximum Compensation provided for in the Agreement shall be increased by the amount of $20,000, in accordance with the Budget as described in Exhibit B to this Amendment.
3. Amendments to the consultant agreements and the related detailed scope of services and compensation shall be subject to review and approval of the City Project Manager prior to PSI incurring any cost for these services.
4. ALL OTHER PROVISIONS OF THE AGREEMENT REMAIN UNCHANGED.
