ORDINANCE No. 177003

 

*Amend agreement with Portland Streetcar, Inc. to provide limited conceptual design analysis and estimating services for a future streetcar extension to SW Moody and SW Gibbs in an amount not to exceed $20,000 (Ordinance; amend Contract No. 31428)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  In 1997, City Council accepted the North Macadam Street Plan, which, among other things, included an alignment for streetcar service into North Macadam.

2.  In August 1999, City Council accepted the North Macadam District Framework Plan and approved a work program for implementation of the Framework Plan and approved a planning process.

3.  On October 30, 2002, City Council will consider an Ordinance to adopt and implement the North Macadam Plan (Plan), which continues to recognize Portland Streetcar as an important catalyst to mixed-use development in North Macadam.

4.  Implementation of the Plan will depend on the development of cost estimates and funding plans for the various public and private elements of the Plan.

5.  The Portland Office of Transportation (PDOT) has requested Portland Streetcar, Inc. (PSI) through its consultants to develop and analyze, at a conceptual design level, alternatives for extending streetcar service from SW River Parkway and Moody Avenue to SW Moody and Gibbs Avenues and to prepare preliminary costs estimates to do so.

6.  The information will become a part of the funding package for the Plan.

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner of Public Utilities and the City Auditor are hereby authorized to enter into Amendment No. 11 to Agreement No. 31428 with Portland Streetcar, Inc., substantially in accordance with the Amendment attached to the original of this Ordinance, and by reference made a part hereof.

b.  The Mayor and the Auditor are hereby authorized to draw and deliver checks payable to Portland Streetcar, Inc., chargeable to the Transportation Operating Funds, AU 159, Object Code 210.

 

Section 2. The Council declares that an emergency exists because a delay in proceeding will interfere with the preparation of the funding package for the North Macadam Plan; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
