ORDINANCE No. 177002

*Amend agreement with Portland Streetcar, Inc. to provide traffic signal drafting services related to the Portland Streetcar RiverPlace Extension Project in an amount not to exceed $19,300 (Ordinance; amend Contract No. 31428)

The City of Portland ordains:

Section 1.  The Council finds:

1.  On August 14, 2002, the City Council passed Ordinance No. 176834, authorizing Amendment No. 9 to Agreement No. 31428 between the City and Portland Streetcar, Inc. (PSI) providing for PSI and its consultants to carry out final engineering and other profession services related to the extension of streetcar service to RiverPlace.

2.  The Scope of Services under Amendment No. 9 specifically provides for the Portland Office of Transportation (PDOT) staff to perform all services related to the design of traffic signals.

3.  Because of PDOT staff scheduling conflicts, PDOT has requested PSI to perform, through its engineering consultant BRW, drafting services for signal design.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Utilities and the City Auditor are hereby authorized to enter into Amendment No. 10 to Agreement No. 31428 with Portland Streetcar, Inc., substantially in accordance with the Amendment attached to the original of this Ordinance, and by reference made a part hereof.

b.  The Mayor and the Auditor are hereby authorized to draw and deliver checks payable to Portland Streetcar, Inc., chargeable to the Transportation Operating Funds, AU 159, Object Code 210.

Section 2. The Council declares that an emergency exists because a delay in proceeding will adversely impact the schedule of the work to be performed for final engineering services; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
