ORDINANCE No. 176999

*Amend agreements with ECO Northwest and Kimley-Horn Associates for technical support for transportation capital improvement projects (Ordinance; amend Contracts No. 32452 and 32455)

The City of Portland ordains:        

Section 1.  The Council finds:

1.  On June 23, 1999, the City Council passed Ordinance No. 173489 authorizing flexible services contracts with 14 consulting firms to assist the Portland Office of Transportation with the implementation of capital improvement projects.

2.  On July 23, 1999, the City entered into Agreement No. 32452 with ECO Northwest for technical support of transportation planning activities for a 2-year period, with an option to renew for 1 additional year. On June 15, 2001, Amendment No. 1 was executed for a time extension through June 30, 2002.

3.  On July 23, 1999, the City entered into Agreement No. 32455 with Kimley-Horn & Associates for technical support of transportation engineering and traffic signal activities for a 2-year period, with an option to renew for 1 additional year. On June 22, 2001, Amendment No. 1 was executed for a time extension through June 30, 2002.

4.  The Portland Office of Transportation recommends extending the terms of Agreements No. 32452 and 32455 through June 30, 2004 for continued support of transportation planning projects.

5.  The amendments to Agreements No. 32452 and 32455 will include updated compensation rates.

6.  All other terms and conditions remain the same.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Utilities and the Auditor are authorized to execute amendments to Agreements No. 32452 and 32455, substantially in accordance with the amendments attached as Exhibit A to the original of this Ordinance, and by reference made a part hereof.

Section 2. The Council declares an emergency exists because a delay in processing these amendments may result in additional expense to the City; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
