*Amend contract with Winterbrook Planning for continuation of planning services for Fire Station 27 (Ordinance; Amend Contract No. 33814)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  On August 24, 2001, the City entered into Agreement No. 33814 with the Consultant for planning services for Fire Station 27.

 

2.  The Agreement amount is $19,760. The original expiration date was July 15, 2002.

 

3.  On August 22, 2002 Amendment No. 1 was executed extending the contract expiration date to October 15, 2002.

 

4.  On October 7, 2002 Amendment No. 2 was processed extending the contract expiration date to July 1, 2004.

 

5.  The original scope of work involved the preparation of a Conditional Use application for the construction of Station 27 at the current site. After the execution of the contract the Fire Chief and Fire Commissioner directed that staff work with the neighborhood associations to review alternate sites. Accurate planning information was critical to this process; Winterbrook was employed during this process to assist staff in this effort.

 

6.  The process of examining alternate sites is now complete and the project is moving forward as originally intended. There have been minor alterations to the original Winterbrook work scope due to the work performed to date.

 

7.  After accounting for the hours expended to analyze the additional sites, the contract amount will need to be increased by $18,430.91 to complete the revised work scope as described in Amendment No. 3, attached hereto as Attachment No. 1. The total fee increase of $18,430.91 will amend the compensation under Agreement #33814 to $38,190.91.

 

8.  Contract Amendment No. 3 is attached, signed by the Consultant and approved as to form by the City Attorney.

 

9.  The Bureau of General Services recommends that Agreement No. 33814 with Winterbrook Planning be amended to provide additional planning services for Fire Station 27 by $18,430.91 for a total contract amount of $38,190.91.

 

 

 

 

NOW, THEREFORE, the Council directs:

 

 a.  The Mayor and Auditor are authorized to execute Amendment No. 3, attached hereto as Attachment No. 1, with Winterbrook Planning in the amount of $18,430.91 for a total contract amount of $38,190.91.

 

 b.  The Mayor and Auditor are hereby authorized to draw and deliver checks chargeable to the fiscal year 2002-03 budget of Facilities Services when demand is presented and approved by the proper authorities.

 

Section 2.  The Council declares that an emergency exists because a delay in proceeding with this amendment could result in additional expense to the City; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
