* Authorize acceptance of a Historic Preservation Fund grant of $25,000 to supplement the City’s historic resources program, including amendments to historic resources code regulations and developing incentives that promote historic preservation. (Ordinance)

The City of Portland Ordains:

Section 1. The Council finds:

1.  The State Historic Preservation Office (SHPO) invited the City of Portland Bureau of Planning to apply for a Historic Preservation Fund grant.

2.  Ordinance #176477 authorized the City’s Bureau of Planning to apply to SHPO for a Historic Preservation Fund grant.

3.  The SHPO has awarded the City of Portland a Historic Preservation Fund grant in the amount of $25,000. The grant period is October 1, 2002 to August 31, 2003.

4.  The City’s Bureau of Planning requested the Historic Preservation Fund grant, as per Ordinance #176477. The grant will supplement program funding to amend historic resources code regulations in the City, develop incentives that promote historic preservation, and fund the City of Portland’s ongoing activities as a Certified Local Government. These projects will work towards satisfying State Land Use Goal 5 requirements for historic resource protection in Portland and support sensitive implementation of the Region 2040 Framework Plan in areas with historic significance.

5.  This grant requires a 1:1 match of $25,000. General fund resources committed to staffing, materials, and services in the Urban Design/Historic Preservation section of the Bureau of Planning will supply the required matching funds.

NOW, THEREFORE, the Council directs:

a.  The Mayor is hereby authorized to accept on behalf of the City a Historic Preservation Fund grant in the amount of $25,000 from the State Historic Preservation Office.

b.  The FY 02-03 budget is hereby amended as follows:

Section 2. The Council declares that an emergency exists so that the SHPO Historic Preservation Fund grant described in Section 1 hereof may be appropriated without delay; therefore, this Ordinance shall take full force and effect on and after the date of its passage by the Council.
