ORDINANCE NO. 176979

* Authorize agreement with The Support Group for $50,000 to provide logistical support to four N/NE commercial areas (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  A City goal is to foster the success of neighborhood commercial areas.

2.  The Bureau of Housing and Community Development’s (BHCD’s) Target Area program for several years has supported the commercial revitalization of N. Mississippi, Humboldt and NE Alberta. BHCD funding for all three Target Areas is now completed.

3.  Revitalization of NE Alberta has continued forward in part due to the community events that the community has sponsored. In order to reduce slippage on N. Mississippi and Humboldt, and to assist revitalization efforts on MLK, BHCD has issued a Request for Qualifications for a pilot program to provide logistical support to four N/NE commercial areas in putting on community events like NE Alberta’s.

4.  A steering committee representing the four areas has chosen The Support Group as the successful applicant to support the communities’ efforts in putting on community events.

5.  The approved FY 2002-03 Housing and Community Development budget authorizes funding in the amount of $50,000 for this pilot program.

6.  The City now desires to enter into an agreement in the amount of $50,000 with The Support Group for FY 2002-03.

NOW, THEREFORE, The Council directs:

1.  The Commissioner of Public Works is hereby authorized to enter into a contract with The Support Group in an amount not to exceed $50,000 in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

2.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant Fund.

Section 2. The Council declares that an emergency exists so that there will be no delay in the delivery of services; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
