ORDINANCE No. 176977

* Authorize a contract with Oregon State University for $15,000 to continue Master Recycler training and education program. (Ordinance)

The City of Portland ordains:

Section 1.  The Council finds:

1.  The City of Portland encourages education of its citizens on recycling and waste prevention.

2.  The Office of Sustainable Development Solid Waste and Recycling Division has provided funding to the Master Recycler program along with other local jurisdictions for a number of years.

3.  In Resolution 36059, passed on March 13, 2002, Council accepted the Office of Sustainable Development’s report, “Beyond 60 Percent: Program Strategies for Achieving the 2005 Solid Waste Recycling Goal” that outlined the Solid Waste and Recycling Division’s plan to improve overall education and outreach efforts on recycling and waste prevention to all sectors.

4.  Oregon State University’s Extension Services Master Recycler Program will conduct 30 hours of training and education classes to a minimum of 20 interested citizen’s on recycling and waste prevention.

5.  The established cost is $15,000. Funds are available in the Solid Waste Management Fund, FY 02-03 Budget, Office of Sustainable Development, Center Code 155-20-035, Account No. 521000.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Affairs and Auditor are authorized to execute a contract with Oregon State University for the purpose described in Section 1, in the amount of $15,000.

b.  The Mayor and Auditor are hereby authorized to draw warrants on the Solid Waste Management Fund when demand is presented and approved by the proper authority.

Section 2.  The Council declares that an emergency exists because OSU Master Recycling Program is currently soliciting new volunteers for training. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
