* Authorize an Intergovernmental Agreement with Portland State University to provide services related to the Community Watershed Stewardship Program (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Portland City Council adopted the Clean River Program for the City on April 6, 1990. Major elements of that program were environmental partnerships, and outreach and education. The Bureau of Environmental Services has developed a Community Watershed Stewardship Program that supports those two objectives through citizen participation in Bureau watershed efforts, and by providing significant promotion of citizen led watershed projects.

 

On May 10, 1995, the Council reviewed the Bureau's Clean River Action agenda that reaffirmed the goals of the Clean River Program as the Clean River Works and set specific actions for the Bureau of Environmental Services to pursue.

 

 On September 6, 1995 the City Council passed an ordinance authorizing the Director of Environmental Services to approve an initial agreement with Portland State University, Contract No. 30184, to provide services related to the development and implementation of the Stewardship Program. The Council subsequently approved, through Ordinance No. 171289, further agreements for program implementation during FY00, FY01, and FY02.

 

2.  The program includes a community stewardship grants program, technical assistance for community based stewardship projects, community education and training in stewardship skills, and program evaluation and watershed monitoring.

 

Portland State University has mutual interests with the City related to:

•  The health of Portland rivers and watersheds

•  The involvement of students and other community members in the care and stewardship of Portland rivers and watersheds

•  The efficient use of resources to address these mutual concerns

•  The development and continuation of collaboration with other public and private agencies in addressing the needs confronting the health of Portland rivers and watersheds

•  The provision of opportunities and support for students to enhance their learning through service to the community and to nurture their emerging role in the community

 

3.  The established cost of the program is $17,500. Funds are available for these stewardship activities in the Sewer Operating Fund, FY02-03 budget, Bureau of Environmental Services, Center Code 145-30-008, Account 529000.

 

 

NOW, THEREFORE, the council directs:

 

a.  The Commissioner of Public Affairs and Auditor are authorized to execute an IGA with Portland State University for the provision of services described herein.

 

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority pursuant to the agreement.

 

Section 2.  The Council declares that an emergency exists because a delay in proceeding with this authorization will jeopardize the commitment of Portland State University resources for the coming school semester and will delay the implementation of this important citizen based program; therefore, this Ordinance is in full force and effect from and after its passage by Council.
