ORDINANCE NO. 176969

 

* Authorize an Agreement with Pioneer Courthouse Square, Inc. to provide funding for security services management. (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City wishes to ensure public safety and an inviting environment at Pioneer Courthouse Square by funding security services at Pioneer Courthouse Square to be managed by Pioneer Courthouse Square, Inc.

 

2.  Pioneer Courthouse Square, Inc. acts as the City’s agent and provides professional management and operations of Pioneer Courthouse Square.

 

3.  Each fiscal year the City will review the security requirements for Pioneer Courthouse Square and provide the appropriate funds for security services through the City’s Special Appropriation Budget.

 

4.  The City’s Fiscal Year 2002-2003 Budget contains Special Appropriations for security services for Pioneer Courthouse Square in the amounts of: one hundred, fifty-seven thousand, six hundred and ninety-one dollars ($157,691) from Account No. 729000 which represents the basic security under the Special Appropriation for Downtown Services; and one hundred, forty-nine thousand, seven hundred and thirty-seven dollars ($149,737) from Account No. 749000 which is under the Special Appropriation for Pioneer Square Security that was added to account for additional security services needed at the Square. The total is three hundred and seven thousand, four hundred and twenty-eight dollars ($307,428) for Fiscal Year 2002-2003.

 

NOW THEREFORE, the Council directs:

 

a.  The Mayor and the Auditor are hereby authorized to enter into an Agreement with Pioneer Courthouse Square, Inc., attached as Exhibit A, to provide funding for security services management at Pioneer Courthouse Square.

 

b. The Mayor and Auditor are authorized to draw and deliver checks payable to Pioneer Courthouse Square, Inc. when demand is presented and approved by the proper authorities.

 

Section 2. The Council declares that an emergency exists because a delay may result in additional expense, and will unnecessarily deprive the City of the benefits of the agreement at an early date; therefore this ordinance shall be in force and effect from and after its passage by the Council.
