* Lease space for the Police Corps at the Salvation Army’s Camp Kuratli at 24751 SE Highway 224, Boring, Oregon. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Police Corps, Portland Police Bureau, requires office, classroom, outdoor area, and housing and food accommodations for the Police Corps Academy beginning September, 2002.
2. There are few locations available that can provide suitable classrooms, outdoor exercise and operations space, as well as dormitories and food service facilities to serve the applicants in this training. There is suitable space available at Camp Kuratli, owned and operated by the Salvation Army.
3. The Camp Kuratli space is available at a reasonable cost. The office space may be leased at $800 per month plus pro-rated operations and maintenance; classroom and other facility space may be leased at $1,100 per month; food service is available at a per person cost ranging from $6.75 to $9.75 per meal.
4. The Police Corps has funds for this use. The FY 02-03 lease cost will not exceed the $175,000.00 budgeted.
5. The Contract for Use of Camp Facilities shall be approved as to form by the City Attorney.
NOW THEREFORE, the Council directs:
a. The Director of the Bureau of General Services, on behalf of the Police Bureau, is authorized to execute a Contract for Use of Camp Facilities between the Salvation Army and the City of Portland, shown as attached Exhibit A. Although Exhibit A is one exhibit, it consists of two parts, both of which are to be executed simultaneously as neither part I nor part II constitutes a full contract of agreement on an individual basis.
b. The Mayor and the Auditor are hereby authorized to draw and deliver warrants chargeable to the Police Corps through the Bureau of Police Fiscal Division, center code 10002270.
c. The FY 2002-2003 interagency service agreement with Facilities Services as provider and the Bureau of Police as receiver will be amended in the next Budget Monitoring Process Report.
Section 2. The Council declares an emergency exists since failure to execute the lease agreement in a timely manner may result in loss of suitable and economical space currently available and consequent hardship on the Police Corps; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
