Project:    South Waterfront Park Extension Construction Project

Scope Of Work:  Project Management, Construction and Construction Management

 

I.  Background  

A)  This agreement defines the extent of PDC commitment for costs incurred by Parks for the South Waterfront Park extension northward along the RiverPlace waterfront.

B)  PDC will participate in a Portland Parks and Recreation (“Parks”) design and construction project to extend South Waterfront Park northward to address nuisances associated with the existing landscape and to provide a consistent level of park amenity along RiverPlace frontage to enhance the viability of esplanade uses at this location including retail and restaurant.

C)  PDC has committed $100,000 for construction improvements, specifically labor and materials associated with plant and irrigation installation as well as site preparation.

D)  Bureau of Environmental Services (“BES”) will provide a $100,000 grant for design and construction improvements.

E)  As an extension of South Waterfront Park, the project area will have a similar look and feel as the existing Park improvements including a similar plant palette and design style.

III.  Project Management

A)  The participating Commission Project Manager ("PDC Project Manager") shall be Kia Selley, or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager")shall be George Lozovoy, or such other person as designated in writing by the Director of the Bureau of Parks and Recreation and approved by the PDC Project Manager.

IV.  Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

A)  George Lozovoy, Project Manager

B)  David Gray, Construction Manager

C)  Kathy Murrin, Horticulture Services Manager

V.  Subcontractors approved by the PDC Project Manager:

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed ONE HUNDRED THOUSAND DOLLARS ($100,000) for completion of the Scope Of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership/Product Rights ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau:

B)  The following specific work products described in Section II above shall remain the property of the Commission:

None

VIII.  Special Provisions

A)  As a project participant, PDC staff will attend team meetings and workshops and review and approve proposed planting designs.

B)  Nuisances to be addressed include, but are not limited to, prolific growth of invasive Ivy plantings. Complete removal of Ivy and replacement with South Waterfront Park plant palette species is intended.

C)  This extension of South Waterfront Park will include the area defined as follows: east of the esplanade walkway, west of the rip rap bank toe, north of the Harborside at the Marina restaurant, and south of the north gangway at the viewpoint riverward of the RiverPlace Hotel.

D)  PDC funding is contingent upon Parks securing BES grant funding through execution of a BUD-5.

E)  Parks planning and Parks maintenance staff will be included in the design of the South Waterfront Park extension and in doing so will regularly comment on the plant palette and project design to render a finished project that can be maintained by Parks.

F)  Upon completion of the South Waterfront Park extension within the described project area (refer to item C), Parks agrees to maintain the new plantings and irrigation system at the same level of quality as the existing South Waterfront Park.
