Scope of Work:  Downtown Waterfront Development Opportunities

 

I.  Background  

Waterfront Property Development Opportunities is a concept, feasibility and implementation study for properties adjacent to Waterfront Park, bound by Naito Parkway to 2nd Avenue between NW Glisan to SW Market Streets, with an emphasis on the area north of the Morrison Bridge. Several other City projects are now being prepared to significantly affect the future of the Waterfront Park area, including Portland Parks and Recreation’s Waterfront Park Master Plan, Portland Office of Transportation’s reconstruction of SW Naito Parkway, and the Commission’s Downtown Retail Strategy. PDC is looking to stimulate the redevelopment of properties along Naito Parkway to create an outstanding riverfront environment, furthering the goals of the Downtown Waterfront Urban Renewal Plan.

 

PDC will contract with an external Consultant to complete the study. Among many other tasks, the Consultant shall analyze existing traffic and transit conditions, including traffic and pedestrian circulation, access, and parking regulations, conditions and needs in the project area and shall provide recommendations on transportation improvements and strategies that will support development of the properties, specifically 4-5 key redevelopment sites. This task will be completed with the technical assistance of PDOT staff as outlined in the Scope of Work. Additionally, PDOT will provide coordination and review services as a member of the Technical Advisory Committee.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be Amy Miller Dowell, or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager") shall be Bill Hoffman, or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

A)  Bill Hoffman, Project Manager

B)  Doug McCollum, Traffic Engineer

C)  Joanna Guzzetta, Coordination Naito Parkway Project

D)  Steve Iwata, Transportation Planner

V.  Subcontractors approved by the PDC Project Manager:

NONE

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed TWENTY TWO THOUSAND DOLLARS ($22,000) for completion of the Scope of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership/Product Rights ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau.
