Project:    Central Eastside Urban Renewal District Project

Scope of Work:  Burnside Transportation & Urban Design Plan

 

I.  Background  

A)  The project will recommend transportation and urban design improvements for Burnside Street from Northwest 24th Place to the intersection of East Burnside, 12th Avenue and Sandy Boulevard. The plan also will consider the adjacent street network in the context of improvements to Burnside Street.

B)  The project will be staffed by a consultant team and by the Office of Transportation. City staff will manage the project. Funding for the project will come from ODOT (federal funds), PDOT and PDC. PDC funds will be used for planning efforts east of the river. ODOT and PDOT funds will be used for planning efforts on the west side of the river.

C)  Community participation in this project will be critical to its success. City staff will direct the community outreach process with the assistance of the consultant team. A stakeholder advisory committee will meet regularly, and City staff and the consultant team will conduct public workshops and open houses at key points in the process.

D)  The project will collect existing conditions base data information for the project corridor and analyze it to determine the opportunities and constraints. Community's input will be used to produce a set of values, guiding principles and evaluation criteria for the plan.

E)  The project will develop a set of “conceptual archetypes” to establish a broad conceptual approach. The product of this exercise will then be refined into 3-5 urban design concepts, which will be analyzed and evaluated. Based on this evaluation, a final concept will be selected.

F)  The project will develop a draft transportation and urban design plan that integrates the initial data and analysis, the development of the urban design concepts, the development of the preferred concept, the implementation strategies and actions, and the phasing recommendations and preliminary cost estimates.

G)  The final Burnside Transportation and Urban Plan will be presented to the Portland Development Commission and the City Council for adoption.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be Denyse C. McGriff, or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager")shall be Bill Hoffman, or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. All costs for these personnel shall be the responsibility of the Bureau.

C)  Lynn Weigand, Writing & Outreach

D)  April Keithly, Graphics & Outreach

V.  Subcontractors approved by the PDC Project Manager:

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed THIRTY-TWO THOUSAND DOLLARS ($32,000) for completion of the Scope Of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau

None.

B)  The following specific work products described in Section II above shall remain the property of the Commission:
