Project:    Lents Town Center Residential Street Improvement Program

Scope of Work:  Phase III

 

I.  Background  

A)  The Portland Development Commission (PDC) is charged in the Lents Town Center Urban Renewal Plan with carrying out activities that support neighborhood revitalization.

B)  In May 2000 PDC adopted the Lents Town Center Residential Street Improvement Program which supports the following goals and objectives of the Lents Town Center Urban Renewal Plan:

1)  Increase livability of residential neighborhoods;

2)  Invest in local streets … as appropriate and desired by the residents;

3)  Provide a pedestrian-friendly environment;

4)  Help manage traffic flow and increase safety.

C)  In January 2001, the Portland City Council (Council) approved the formation of the Lents I and Lents II Local Improvement Districts (LID). In September 2001 Council approved the formation of a third LID for S.E. Boise Street in the vicinity of Earl Boyles Park. The Phase I and II LIDs were constructed and financed as part of the Lents Town Center Residential Street Improvement Program. Final assessment for these LIDs was completed in July 2002.

D)  Public outreach has begun for planning and constructing the next major phase of residential street improvements, which will be known as the Lents III/104th & Ramona LID. This project is nearing the LID formation stage, with the bulk of construction expected to occur in FY2004.

E)  PDC is contracting with the Portland Office of Transportation (PDOT) to provide project management, project design, engineering and construction management services to implement the Lents Town Center Residential Street Improvement Program in cooperation with the Portland Development Commission (PDC) during Fiscal Year 2003 (July 1, 2002 through June 30, 2003). This is limited to Phase III design and engineering under the terms of this agreement. Streets to be paved will be specifically identified through collaboration between PDC and Transportation.

F)  Additional phases IV through XIII may occur annually through 2013 depending on urban renewal funding and property owner support. Any additional phases beyond Phase III will be addressed in a future IGA or within an IGA amendment.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be Carol Herzberg or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager") shall be Andrew Aebi or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

A)  Andrew Aebi, Project Manager

B)  Linda Birth, Project Coordinator

C)  Lola Gailey or TBD, Responsible Engineer

D)  Chon Wong or TBD, Design Engineer

E)  TBD, Traffic Engineer

V.  Subcontractors approved by the PDC Project Manager:

A)  Bureau of Environmental Services (Dave Nunamaker, Design Engineer)

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed ONE HUNDRED THIRTY NINE THOUSAND DOLLARS ($139,000) for completion of the Scope Of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership/Product Rights ¾ Per Section X of the Interagency Agreement,

A)   The following work products shall remain the property of the Bureau: C3.

B)  Rights to the following products shall be retained by PDC.

VIII.  Special Provisions

A)  Upon initial approval and beginning of work herein, the Office of Transportation is directed to incur no more than $125,000 of work as authorized by the PDC Project Manager. The balance of the budget authorized herein, $14,000, reflects anticipated FY 2002 carryover. It is anticipated that the PDC Board of Commissioners will be adopting a revised PDC operating budget within 90 days, whereupon the PDC Project Manager will advise the Bureau of the revised available PDC budget for this Scope of Work and revise this Scope of Work accordingly if necessary. Thereafter, the Bureau may undertake work up to the maximum amount of the authorized budget as directed by the PDC Project Manager.

 

B)  The Phase III LID will be completed to 95% design. Upon completion of the 95% design, PDC will determine if there is funding available to construct the Phase III improvements in a subsequent year. If PDC determines construction funds are available, then preliminary engineering and design will be completed and LID formation will occur under this agreement.
