ORDINANCE NO. 176866

* Agreement with Community Development Network for $21,588 to support citizen participation activities and other community development activities that benefit low-income people and provide for payment (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The Community Development Network is a group of non-profit organizations involved in the development of affordable housing and other community development activities that benefit lower income people in Portland.

2.  The Community Development Network has requested support from the City to better participate in policy development and planning with respect to funds available for the development of affordable housing.

3.  The City finds that this participation in policy development and program planning contributes to the effective management of federal grant funds and other resources dedicated to housing and community development activities.

4.  There is funding available for this Agreement in the approved 2002-03 Housing and Community Development budget.

5.  An agreement should be entered into with the Community Development Network in the amount of $21,588 to support public involvement in the development of affordable housing development.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Community Development Network in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Community Development Network's ability to support public participation; therefore, this ordinance shall be in force and effect from and after its passage by Council.
