ORDINANCE NO. 176861

*Authorize an agreement with Engineering Information Services for $71,625 to visually analyze, evaluate, and compile reports of the Bull Run Watershed Roads and provide for payment. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Bureau of Water Works requires professional engineering services necessary to visually analyze, evaluate, and compile reports of the Bull Run Watershed Roads to determine existing pavement conditions and prioritize future road improvement expenditures.

2.  The firm of Engineering Information Services was selected to provide professional engineering services to the Bureau of Water Works.

3.  The selection was made upon the recommendation of a selection committee acting in accordance with Chapter 5.68 of the City Code, Professional Services Contracts, and that selection was subsequently reviewed and approved by the Bureau of Water Works Administrator.

4.  The cost of these services is not to exceed $71,625.

NOW, THEREFORE, The Council directs:

a.  That the Commissioner of Public Affairs and Auditor are authorized to execute on behalf of the City an agreement for services with Engineering Information Services as outlined in attached Exhibit 1, attached to original ordinance only.

b.  The work herein shall be charged to FY 2002-07 Budget, Center Code 18089966, Project No. 3175, Account No. 521000.

c.  The Purchasing Agent is instructed to issue a Purchase Order not to exceed $71,625 to be charged against the Water Fund for professional services as referred to in item (b.) above. The Chief Engineer of the Bureau of Water Works is hereby authorized to execute change orders to increase the cost of the contract up to 25 percent of $71,625.

Section 2. The Council declares that an emergency exists because a delay in proceeding with this contract will unnecessarily delay this work for one year. The first year’s analysis must be completed prior to the winter’s first snowfall in the Bull Run Watershed. Therefore, this Ordinance shall be in force and effect from and after its passage by Council.
