ORDINANCE No. 176859

 

* Contract for roof replacement and skylight upgrades at the Children’s Museum 2nd Generation. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1  Portland Parks and Recreation [PP&R] owns and maintains a building and grounds in Washington Park that previously housed the OMSI and now are leased to the Children’s Museum 2nd Generation [CM2].

 

2  CM2, in partnership with PP&R and the Rotary Club of Portland, recently completed an extensive code upgrading and renovation to convert the OMSI to CM2 use; the total project cost was approximately $10 million. Much of the cost went to correcting the physical and structural condition of the building itself, not for improvements that specifically benefit the museum.

 

3  In spite of the large project cost, not all recommended improvements to the building structure were achievable due to budget limitations. Some important intended improvements were “value engineered” [deleted] out of the project scope. Replacing the central roof and upgrading the skylights over the main exhibit hall was one of the tasks that was deleted at the time of project scoping.

 

4  The roof over the central exhibit area, and its respective skylights, were installed approximately 40 years ago as part of the original building construction. Approximately 6 layers of roofing materials have been placed on top of the original roof in an attempt to isolate a history of roof leaks, but to no avail. The materials have all failed. From within the museum daylight is visible through cracks in the roofing material. The various layers act as conduits for channeling rain water to unlikely corners of the exhibit areas. Leaks threaten users and continue to damage exhibits. Insulation is virtually non-existent thus wasting precious energy.

 

5  PP&R maintenance staff have attempted to isolate and repair leaks and to fix the skylights but without success.

 

6  PP&R, in conjunction with Professional Roof Consultants [PRC], recently requested three highly-regarded roofing contractors to inspect the roof and skylights and to develop a competitive proposal for the replacement and upgrading of the roof and skylights as per PP&R standards. Several core samples were taken at the time to verify the condition and understand the history of the roof and its problems. It is estimated that the value of improvements is $100,000.

 

7  Competitive proposals will be delivered to PP&R in late August 2002. Roofing replacement needs to be initiated during the first week of September 2002 in order to avoid postponing the project until the next dry season – summer 2003 – and suffering another year of building degradation and damage to exhibits.

 

NOW, THEREFORE, The Council Directs that:

 

a.  The Bureau of Parks and Recreation is hereby authorized to contract with the qualified low bidder to provide immediate roof replacement and repair to skylights.

 

b.  The Mayor and Auditor hereby are authorized to provide for payment chargeable to the applicable budgets when demand is presented and approved by the appropriate authorities.

 

 

Section 2.    The Council declares an emergency exists due to a need to prevent further water damage to the CM2; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
