ORDINANCE No. 176849

 

*Authorize application to Oregon Department of Transportation for a grant in the total amount of $200,000 to develop pedestrian safety facilities along SE Tacoma, in conformance with the Tacoma Main Street Plan (Ordinance)

 

 

The City of Portland ordains:

 

Section 1. The Council finds that:

 

1.  The City adopted the Tacoma Main Street Plan in January of 2002, which includes pedestrian safety facilities on SE Tacoma Street.

 

2.  The amount of daily trips and lack of pedestrian crossings along SE Tacoma makes it difficult to safely cross the street and access parks, schools and commercial destinations.

 

3.  The Oregon Department of Transportation (ODOT) biannually provides grants to local jurisdictions to assist in developing local pedestrian and bicycle facilities. The City of Portland has previously received such grants to build bicycle and pedestrian improvements.

 

4.  Funding from ODOT using state gas tax revenues is available in amounts up to $200,000 to assist in the development of bicycle and pedestrian facilities

 

5.  The grant from ODOT does not have a match requirement, though in order to successfully compete for this grant the City will offer a 25% local contribution ($50,118) in existing personal services appropriation.

 

6.  Upon receiving the grant, appropriation will be increased in the bureau’s budget during the following budget monitoring process.

 

NOW THEREFORE, The Council directs:

 

a.  The Mayor is hereby authorized to make application to the Oregon

Department of Transportation for a grant in the amount of $200,000.

 

b.  The Mayor is authorized to provide such information and assurances as

are required for the grant period.

 

Section 2. The Council declares that an emergency exists since the application must be received no later than August 30, 2002, therefore this ordinance shall be in full force and effect from and after its passage by the Council.
