ORDINANCE No. 176848
*Authorize application to Oregon Department of Transportation for a grant in the amount of $45,000 to develop bicycle safety facilities along the Esplanade, at NE Oregon and at the north sidewalk of the Hawthorne Bridge (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City adopted the Bicycle Master Plan in 1996, which includes multi-use paths on the Hawthorne Bridge and the Eastbank of the Willamette River.
2. The development of the Eastbank Esplanade has created difficult movement for cyclists wishing to continue north beyond the northern terminus of the Eastbank Esplanade, and has also resulted in increased pedestrian-bicycle conflicts on the north sidewalk of the Hawthorne Bridge.
3. The Oregon Department of Transportation (ODOT) biannually provides grants to local jurisdictions to assist in developing local pedestrian and bicycle facilities. The City has previously received such grants to build bicycle and pedestrian improvements.
4. Funding from ODOT using state gas tax revenues is available in amounts up to $200,000 to assist in the development of bicycle and pedestrian facilities
5. The grant from ODOT does not have a match requirement, though in order to successfully compete for this grant the City of Portland will offer a 10.9% local contribution ($6,000) in existing personal services appropriation.
6. Upon receiving the grant, appropriation will be increased in the bureau’s budget during the following budget monitoring process.
NOW THEREFORE, The Council directs:
a. The Mayor is hereby authorized to make application to ODOT for a grant in the amount of $45,000.
b. The Mayor is authorized to provide such information and assurances as are required for the grant period.
Section 2. The Council declares that an emergency exists since the application must be received no later than August 30, 2002, therefore this ordinance shall be in full force and effect from and after its passage by the Council.
