*Amend agreement with Becker Projects, Inc. and the Office of Planning and Development Review

to increase the amount by $19,000 and to extend the termination date to December 31, 2003.

(Ordinance; amend Contract No. 33274)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Office of Planning and Development Review has a need to provide its customers and the general public with pertinent and current information on permit and development processes. Published by the Office and Planning & Development Review, this newsletter informs constituents about issues related to all development bureaus.

2.  Becker Projects, Inc. has been chosen to provide professional writing, editing, design, layout services for a bi-monthly newsletter containing pertinent information about the Development Services Center and related development activities and programs.

3.  The Office of Planning and Development Review complied with all City Code Title 5 procedures for awarding professional, technical and expert services contracts to Becker Projects, Inc. It is appropriate to extend these contracts to provide for continued services, and to increase compensation to the contractor in the amounts indicated below.

4.  The agreement with Becker Projects, Inc. is authorized to be extended from June 30, 2002 to December 31, 2003.

5.  The cost to extend this contract and provide for additional services through December 31, 2003 is $19,000.

NOW, THEREFORE, the Council directs:

a.  The Commissioner in Charge and the Auditor are hereby authorized to execute the contract amendments attached as Exhibit A between the City of Portland, Office of Planning and Development Review and Becker Projects, Inc. in the additional amount of $19,000 (new total contract amount not to exceed $38,800).

b.  The Mayor and the Auditor hereby are authorized to draw and deliver a warrant chargeable to the Office of Planning and Development Review Budget (52011021/521000), when demand is presented and approved by the proper authorities.

c.  For Becker Projects, Inc. this agreement is authorized and extended from June 30, 2002 through December 31, 2003, in accordance with the attached amendment forms (Exhibit A).

Section 2.  The Council declares an emergency exists because plan reviews must be completed in a more timely manner; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
