ORDINANCE No. 176695

 

 

*Contract with Socialdata Australia to conduct the TravelSmart Portland Pilot Project to encourage the use of alternative modes of transportation and document the effects of personal travel behavior. (Ordinance)

 

The City of Portland ordains:        

 

Section 1.  The Council finds:

 

1.  Cars and trucks are the primary source of greenhouse gases and air pollution in the Portland metropolitan region.

 

2.  While the Portland regional population increased by 38 percent between 1980 and 1999, annual vehicle miles traveled (VMT) increased by 122 percent. Per capita VMT also nearly doubled from 1980 to 1993.

 

3.  Reducing single occupancy vehicle trips by promoting smart transportation choices will reduce green house gas emission, improve air quality and reduce traffic congestion.

 

4.  The Vision for the Portland Office of Transportation calls for a balanced, multi-modal transportation system where residents will have a broad range of safe and convenient transportation options and will frequently walk, bicycle, carpool or ride public transit as their first choice of transportation.

 

5.  South Perth, Australia has implemented an innovative, voluntary program to encourage walking, cycling, and the use of public transit. This program, called TravelSmartÔ, has achieved a documented 14 percent reduction in vehicle miles traveled through the use of a technique called individualized marketing.

 

6.  The Office of Transportation will conduct a test pilot of the TravelSmartÔ approach in a targeted area in Portland in the fall of 2002. This Transportation Options Test Pilot will apply this innovative approach to reducing travel demand for the first time in the United States.

 

7.  Socialdata is the firm that originated the concept of individualized marketing that is the basis for the successful TravelSmart program in Australia. Socialdata has successfully applied Individualized Marketing to promote public transport in 13 European countries and has conducted 60 pilot projects and nearly 100 large-scale projects involving more than 1.5 million people. Socialdata has been selected as the contractor to conduct the Transportation Options Test Pilot.

8.  The contract with Socialdata shall not exceed $150,000.

 

NOW, THEREFORE, the Council directs:

 

a.   The Commissioner of Public Utilities and the Auditor are authorized to enter into an agreement substantially in conformance with Attachment 1.

 

b.  The Mayor is authorized to sign an agreement substantially similar in form to the agreement attached as Attachment 1, with such changes as are approved by the City Transportation Engineer and the City Attorney’s office that do not affect the contract amount.

 

c.  The Director of the Office of Transportation is authorized to increase the contract by 10 percent of the contract total.

 

d.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Office of Transportation/ Transportation Options Division.

 

Section 2.  The Council declares that an emergency exists because a delay in proceeding with this project could delay completion of the project on schedule. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
