ORDINANCE NO. 176832
*Accept a $746,234 grant from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance to reduce crime and improve public safety (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Justice Assistance (BJA) has awarded the City of Portland Police Bureau $746,234 under the Local Law Enforcement Block Grants (LLEBG) Program for 2002-2004.
2. The purpose of the LLEBG Program is to reduce crime and improve public safety. The grant has
seven program/purpose areas including law enforcement support for hiring, overtime, procuring equipment; enhancing security measures around schools, supporting drug courts, enhancing adjudication of cases involving violent offenders, and establishing crime prevention programs.
3. An application hearing was held and Ordinance No. 176670 passed by the Council on July 3, 2002 authorizing the application for this grant. As required by the grant an advisory board met on June 24, 2002 and made recommendations for the use of the funds.
4. The grant requires a 10% match of $82,915. The total of grant and match is $829,149. The match will be provided through Police Bureau resources identified in the FY2002-03 budget. The grant match will be fully appropriated in the FY2002-03 Fall BuMP. Grant and match appropriation not expended in FY 2002-03 will be carried over to the following year.
NOW, therefore, the Council directs:
a. The Mayor is authorized to accept a grant from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance to the Portland Police Bureau.
b. An increase in appropriation for FY02/03 and transfer of funds for the grant award is authorized as follows:

Section 2. The Council declares that an emergency exists in that any delay in this ordinance would cause delay in meeting the deadline to accept the grant award; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
