ORDINANCE No. 176831

 

*Authorize Contract with The Pathfinder Group for consulting services in the amount of $105,000 for the development and implementation of a municipal marketing program. (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City of Portland enjoys a national and international reputation as a clean, progressive and successful American city. Portland has won many awards in the areas of financial management, land use planning, transportation and transit, the environment and community livability. The City government is also a major economic enterprise with the annual purchase of goods and services approaching $100 million.

2.  The City desires to leverage its positive reputation, image and marketplace presence in ways that reinforce the positive qualities the City enjoys and generates additional income for the City through development of a municipal marketing program.

 

3.  Several American communities including Huntington Beach, Atlanta, Denver, San Diego and Long Beach, with assistance from qualified consultants, have developed a wide range of marketing partnership programs that are producing revenues for these communities. It is common under these consulting arrangements that a part of the consultant’s compensation come from commissions on the value of marketing agreements produced under these programs.

 

4.  The Office of Management and Finance prepared and issued a Request for Proposals (RFP) for consulting services to support the development of this program. In compliance with City Code provisions, RFP responses were rated by a selection committee and the firm, The Pathfinder Group, was the unanimous choice of the selection committee.

 

5.  The consultant will be paid a maximum of $105,000.00 in the current fiscal year for monthly retainer fees and reimbursable expenses as provided in the agreement. In addition, a commission will be paid to the consultant following the approval by the City Council of marketing partnership agreements contemplated under this program.

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor and Auditor are hereby authorized to enter into an agreement with The Pathfinder Group, attached hereto as Exhibit A.

 

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the FY 2002-03 budget for the Office of Management and Finance when demand is presented and approved by the proper authorities.

 

Section 2.  The Council declares that an emergency exists in order that the Agreement may be executed without delay to allow the development of the marketing program to proceed; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
