ORDINANCE No. 176830

 

* Authorize a contract with the Oregon Museum of Science and Industry to design and display a combined sewer overflow exhibition.

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Bureau of Environmental Services is constructing combined sewer overflow facilities to reduce combined sewer overflows to the Willamette River.

 

2.  The West Side CSO construction projects must be completed by 2006. The East Side CSO construction must be designed and constructed by 2011. Completion dates are mandated under an agreement with the Oregon Department of Environmental Quality

 

3.  The twenty-year CSO Program is expected to cost city ratepayers nearly $1 billion over the life of the project.

 

4.  The CSO project is very large, involves both the west and east sides of the river and is technically complex.

 

5.  The Bureau of Environmental Services must educate Portland ratepayers and citizens about the technical, financial, and environmental aspects of the project.

 

6.  The Oregon Museum of Science and Industry hosts more than 1 million visitors each year and is an appropriate location for a CSO exhibition that will explain the CSO program and projects.

 

7.  Private sponsors support the CSO exhibition and have donated a portion of the funds needed to build the CSO exhibition.

 

 3.  The established cost is $150,000. Funds are available in the Sewer System Operating Fund, FY 2002-03 Budget, Bureau of Environmental Services, Center Code 145-22-110 Project Number 6680, Account No. 521000

 

 

NOW, THEREFORE, the council directs:

 

 a.  The Director of the Bureau of Environmental Services and Auditor are authorized to execute a contract with Oregon Museum of Science and Industry (OMSI) for the purpose described in Section 1, in the amount of $150,000.

 

 b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.

 

Section 2.  The Council declares that an emergency exists because the exhibit needs to be designed and constructed for a July 2003 opening event. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
