* Agreement with Rebuilding Together With Christmas in April for $30,690 to organize and carry out a housing repair and renovation program and provide for payment (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The CITY is entitled to receive Community Development Block Grant (CDBG) funds from the Federal Department of Housing and Urban Development (HUD).

2.  The Subrecipient has submitted a proposal for CDBG funding to carry out the Christmas in April Program in one or more BHCD-designated Target Areas through the Mini Housing Rehabilitation Program (MHRP).

3.  The MHRP selection Committee recommended that the City award Contractor $30,690 in CDBG funds for the fiscal year 2002-2003 to carry out its program of assisting families with home repairs needed to maintain a safe and habitable home.

4.  Funding this type of activity meets the goals and objectives of the Mini Housing Rehabilitation Program.

5.  The City Council has authorized funds for the Mini Housing Rehabilitation Program in the approved FY 02/03 Housing and Community Development Program budget.

6.  The CITY is now willing to enter into an agreement with the Subrecipient to provide funding to operate the Christmas in April Program.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Christmas in April in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Christmas in April's ability to provide housing repair and renovation services in designated BHCD target areas; therefore, this ordinance shall be in force and effect from and after its passage by Council.
