ORDINANCE NO. 176828
* Agreement with Cascadia Behavioral Healthcare, Inc. for $521,756 for Cascadia’s omnibus contract to provide homeless services and provide for payment. (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. Funding for homeless services meets the goals and objectives of the Bureau of Housing and Community Development (BHCD).
2. The Subrecipient has successfully provided a range of homeless services for homeless mentally ill people
3. The City Council has authorized $521,756 for transitional housing and permanent housing placement for homeless mentally ill men and women, mental health shelter liaison services for homeless men and women, and crisis response and outreach for homeless mentally ill individuals for FY 02/03: CDBG, $252,360 in Community Development Block Grant, $89,947 in McKinney Supportive Housing Program, $129,594 in General Fund and $49,855 in Housing Investment Funds.
4. The City is entitled to receive CDBG funds from the Federal Department of Housing and Urban Development (HUD) to provide services for homeless people.
5. The City receives federal Stuart B. McKinney Supportive Housing Program Grant funds through an agreement with the U.S. Department of Housing and Urban Development to provide services, housing and operations costs for homeless programs.
6. The City now desires to enter into a formal agreement with the Subrecipient to provide homeless services, including alcohol and drug free transitional housing, employment services, and homeless facility maintenance.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Cascadia Behavioral Healthcare, Inc. for $521,756 for Cascadia’s omnibus contract to provide homeless services, including transitional and permanent housing services, shelter liaison services, and crisis response and outreach to homeless mentally ill individuals in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development Fund, McKinney Supportive Housing Program Fund, Housing Investment Funds and General Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Cascadia's ability to provide the Central City Concern's omnibus contract to provide homeless services; therefore, this ordinance shall be in force and effect from and after its passage by Council.
