ORDINANCE NO. 176827
* Agreement with Clark County Washington Alcohol and Drug Program for $89,974 for the Transitional Housing HIV-AIDS affected people and provide for payment (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development to fund projects within a six county area to assist individuals with HIV/AIDS.
2. The Clark County Department of Community Services submitted a proposal to provide a Transitional Housing Program of 4-6 units serving persons with HIV/AIDS who are homeless or at-risk of homelessness. This program was found to meet the criteria set out by the HOPWA Steering Committee.
3. The Clark County Department of Community Services has the experience and capacity to provide these services and administer these funds.
4. Funding for these services was approved in the FY 02-03 Bureau of Housing and Community Development Budget, and HOPWA funding is available to fund this Agreement.
5. The City now wishes to enter into an agreement with the Clark County Department of Community Services (SUBRECIPIENT) in the amount of $89,974 to support the Transitional Housing Program.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Clark County Alcohol and Drug Program for the Transitional Housing HIV in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing Opportunities for People With Aids Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Clark County Alcohol and Drug Program's ability to provide the Transition Housing HIV; therefore, this ordinance shall be in force and effect from and after its passage by Council.
