ORDINANCE NO. 176826
* Agreement with Albina Community Development Corporation, Inc. for $40,920 for the Boise-Humboldt Home Repair Program and provide for payment. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds that:
1. Portland's FY 02/03 application for Housing and Community Development Block Grant program identified Affordable Home Repair and Rehabilitation as a Community need to be met.
2. Low income Portland residents have a need for minor home rehabilitation, primarily safety, blight removal, accessibility work, and maintenance which they are not able to perform and can not afford.
3. Albina CDC agrees to provide the Boise Humboldt Home Repair Program, which offers minor home repairs and painting at no cost to low-income families.
4. There are funds available in the approved FY 2002-2003 Community Development Block Grant (CDBG) program budget for this agreement.
5. An agreement should be entered into with Albina CDC in the sum of $40,920 to provide funding for the Boise Humboldt Home Repair Program.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Albina CDC, in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Albina CDC’s ability to provide the Boise Humboldt Home Repair Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
